I don't understand the last picture!! Why are herm's panties (they're too frilly to call anything else) down around the ankles? Wouldn't the leash have stopped them at the knees? Was herm stopping for a quick nature break when the dog started barking, drawing the attention of the construction workers? Why are the oranges falling out of the bag? I just don't understand.......

Mrs. Julien--I had never heard of Art Frahm, so I googled him. Dang, he _did_ have a serious fetish about girls in dresses with panties around their ankles (in elevators, on streets, etc). In his world, elastic bands in women's underwear do not exist.

In a way, elastic bands in women's underwear kind of didn't exist in his world, or at least not as we know it. In the forties there was a decent chance that your undies were held up with shaping and buttons rather than by elastic.

Elastic was also kind of crappy and more prone to breakage back in the day.
