McGinley seems like an unusual choice, though he IS pretty fussy on Scrubs.

Doug Jones is an amazing actor. His movements are so fluid that even under the makeup and prosthetics there is a real performance. He was both The Fawn and The Pale Man in "Pan's Labyrinth" the Gentlemen in the stellar Buffy episode "Hush", and Abe Sapien in Hellboy to name a few. It may not always be his voice in those roles (if the character speaks at all) but the characters come to life through him.

Playing 3PO would be a step down at this point.
